Here is the step-by-step procedure for filing bullying cases based on CHED guidelines and standard school policies.1. Immediate Action & Safety
Stop the Act: Immediately stop the bullying or retaliation
Separate Parties: Separate the students involved
Ensure Safety: Bring the victim to the clinic if physical injury occurred
2. Document the Incident.
Before reporting, gather evidence to support the claim:
Write down the dates, times, and places of the incident(s) List witnesses.
Take screenshots (for cyberbullying), photos of injuries, or keep broken items
3. File a Formal Complaint (Internal Procedure)
Report to Authorities: Report the incident to the teacher, guidance counsellor, or the designated school personnel
Written Report: Always submit a signed, written letter to the Principal, Dean, or Guidance Office, rather than just a verbal report.
Intake Sheet: The designated school personnel shall fill out a Complaint sheet
Utilize the OSA/Committee on Discipline: If the bullying is gender-based or sexual harassment, report it on OSA/Committee on Discipline
4. Investigation by the Institution
Investigation: The school must conduct a fact-finding investigation
Confidentiality: The school is required to maintain confidentiality during the process
Due Process: The accused must be informed of the complaint in writing and given the opportunity to answer
5. Intervention & Resolution
Intervention Program: The school's Guidance Counsellor (or equivalent) will provide counselling and intervention for both the victim and the bully
Disciplinary Action: The school head may impose sanctions (eg, suspension, expulsion) based on the investigation.
Appeal: If not satisfied with the results, the aggrieved party may appeal to the Board of
